Tessa carries an old stillbirth scar and the discipline of someone who has survived institutional witness work.

In The Godless Priest

Tessa Pell is a retired Witness Mother whose passenger, Cradle, has lived for twenty-six years in the scar left by a stillbirth. It warns her when nursery grief begins opening communal routes, and in return she lets it taste milk, hear lullabies and sleep through winter. She volunteered for Bellad's test in his archive because, as she said, he would test someone. Questioned without pain, Cradle revealed that it expected to transfer to whoever inherited her office after her death, and it used an imagined infant cry modelled on her dead daughter. Tessa refused, weeping, and Bellad set down his needle.

She amended her contract under witnesses so that Cradle could stay until her death without transfer, and she added to Bellad's record that the passenger had protected thousands of children. She became one of three keyholders to the evidence case holding Bellad's needle. Cradle was heard again on the open plain, asking whether any children were crying.
